Programme Description
The Small Unmanned Aircraft (SUA) technology has continued to evolve fast in recent years. It has been widely used for aerial photographing, surveying, mapping, filming and more. To accommodate the technological development of SUA and safeguard public safety, the HKSAR Government has enacted the new Small Unmanned Aircraft Order (“Cap. 448G”) which commences on 1 June 2022. 
 
Vocational Training Council (VTC), as the Small Unmanned Aircraft Approved Training Organisation (SUA ATO) granted by the Civil Aviation Department (CAD), is offering the approved advanced training programme “Certificate in Small Unmanned Aircraft (Advanced Rating)”.
 
This programme introduces the new regulatory requirements and develops learners’ situational awareness and safety management skills through flight planning, risk assessment and mitigating measures, so as to enable eligible graduates to apply to CAD for Advanced Rating. 
 
Programme Structure
TRN4830X - Small Unmanned Aircraft (Advanced Rating) (30 hours)
 
Assessment
Learners' performance will be assessed by Continuous Assessment (CA) (i.e. Students are required to attend all lessons before joining the assessments).
 
Attendance Requirement
The minimum attendance requirement for the programme is 100%.
 
Medium of Instruction (MOI)
The medium of instruction is Chinese and supplemented with English terminologies.  All teaching materials and written assessments are in English.
 
Schedule
Part I - Theoretical Knowledge of Small Unmanned Aircraft
One to two night(s) per week (tentatively from 19:00 – 22:00 on weekdays)
Lessons will be conducted in online mode In special circumstances
 
Part II - Flight Training of Small Unmanned Aircraft
Tentatively to be held on weekends; will be held on weekdays subject to class arrangement and venue availability
 
Class Arrangement on Usage of SUA
Learners can bring their own SUA and required components for flight training and assessments. The SUA should be less than 7kg with maximum ground speed lower than 50km/hr and maximum distance from person flying SUA less than 500m.
 
SUA are available for learners for borrowing during the class
 
External Recognition
Upon passing the assessments and meeting the attendance requirements, learners will receive Training Certificate for the application of CAD’s Advanced Rating.

Financial Assistance Scheme
This programme has been included in the list of reimbursable courses under the Vplus Engineering. Successful applicants will be refunded 60% of the tuition fees of eligible programmes.
 
Entry Requirement
Applicants should provide record(s) of flight experience* unless possessing qualifications deemed acceptable to the Programme Board, plus fulfilling one of the general entry requirements below:
 
  • Five HKDSE subjects at Level 2 or above, including English and Chinese Languages, or equivalent with one year work experience; or
  • Five HKCEE subjects at Grade E/Level 2 or above, including English and Chinese Languages, or equivalent with two year work experience; or
  • Completion of a QF Level 3 programme or equivalent, with one year’s work experience or currently employed; or
  • Relevant RPL qualification(s) at QF Level 3 or above AND a pass in an entrance assessment, which can be either oral or written.
  • Mature applicants, i.e. those aged 21 or above with at least two years’ relevant working experience, can be admitted. Where appropriate, the applicant may be required to pass an entrance assessment, which can be in an oral and/or written form.  Mature applicants are also required to provide record(s) of flight experience per CAD’s requirement unless possessing qualifications deemed acceptable to Transportation Programme Board.
 
* The Record of Flight Experience in Operating Unmanned Aircraft Vehicle (UAV) is required to be submitted applicants. Details will be provided upon admission.

Applicants should provide record(s) of flight experience* unless possessing qualifications deemed acceptable to the Programme Board, plus fulfilling one of the general entry requirements below:
- Five HKDSE subjects at Level 2 or above, including English and Chinese Languages, or equivalent with one year work experience; or
- Five HKCEE subjects at Grade E/Level 2 or above, including English and Chinese Languages, or equivalent with two years' work experience; or
- Completion of a QF Level 3 programme or equivalent, with one year's work experience or currently employed; or
- Relevant RPL qualification(s) at QF Level 3 or above AND a pass in an entrance assessment, which can be either oral or written; or
- Mature applicants, i.e. those aged 21 or above with at least two years' relevant working experience, can be admitted. Where appropriate, the applicant may be required to pass an entrance assessment, which can be in an oral and/or written form.
