Programme Aims
In year 2000, the government enacted the《Electricity Supply Lines (Protection) Regulation》, requiring that the works activities carried out in the vicinity of underground electricity cables do not prejudice safety or the continuity of the supply of electricity. The Regulation prohibits the carrying out of certain works unless an investigation by a "Competent Person" for the purpose of ascertaining within the proposed works site have been taken. Besides, the Government passed "The Telecommunications (Amendment) Ordinance 2021" which stated that it is a criminal offence against any person who does not take reasonable steps to protect or fails to prevent damage to an underground telecommunications line when carrying out any work below ground level near the lines. The working party shall appoint a “Competent Person” to carry out the detection work for the telecommunications line. The programme aims to equip learners with the required knowledge to be qualified as a “Competent Person” in the relevant area.
 
 
Programme content
Part 1 - Locating Underground Electricity Cables (14 hours)
- Introduction to《Electricity Supply Lines (Protection) Regulation》and its background
- Responsibilities of Competent Person
- Related codes of practices for working in the vicinity of power supply cables and guidance for road excavations
- Theories of underground cable detection
- Working principles and use of cable locators
- Procedure of underground cable detection and practices
- Writing CP's report on cable alignment and depth
 
Part 2 - Detection of Underground Telecommunications Lines (4.5 hours)
- An introduction to the relevant ordinances for the protection of underground telecommunications lines and the “Guidelines on Work near Underground Telecommunications Lines"
- Obligations of fixed network operators and working parties
- Precautionary steps to be taken before work
-Precautionary measures for working near underground telecommunication lines
 Class exercise on Underground Telecommunications Line Detection Report
- Approval requirements and procedures for “Competent Person” 
- Workshop (either online or in other modes)
- Exam
 
 
Medium of Instruction (MoI)
The medium of instruction is Chinese and supplemented with English terminologies.  All teaching materials and written assessments are in Chinese.
 
 
Study mode
- Some lessons may be conducted by online mode.
- The duration of the course is 18.5 hours.
 
 
Assessment
- The attendance requirement for the course is 100%.
- Learners have to apply for the course again, if he/she fails to meet the attendance or assessment requirements.
 
 
Certificate
- Certificates of “Locating Underground Electricity Cables” and “Detection of Underground Telecommunications Lines” will be conferred to the learners who meeting the attendance and assessment requirements.
 
 
External Recognition 
  1. The programme is recognised by the EMSD as an approved training course for Locating Underground Electricity Cables. Graduates with required work experience may apply to be a Competent Person for Locating Underground Electricity Cables. For details, please refer to the EMSD website.
     
  2. The programme is recognised by the Office of the Communications Authority as an approved training course for the detection of underground telecommunication lines. To be qualified as a Competent Person as stipulated in the "Guidelines on Work near Underground Telecommunications Lines" issued by the Communications Authority, applicants must have passed this course and they should be a "Competent Person for Locating Underground Electricity Cables" recognized by the Electrical and Mechanical Services Department. Entry Requirements

- Completion of S6 under the new academic structure / S5 under the old academic structure, or equivalent; or
- Holders of relevant engineering Craft Certificate of IVE, or equivalent; or
- Holders of Grade “A or B” Electrical Worker Registration Certificate; or
- 21 years old or above with 2 years relevant working experience, may be admitted subject to passing an interview and / or aptitude test, if necessary.
