To cope with the latest development and changes in the plumbing trade, the Water Supplies Department (“WSD”) has completed a review of the existing legislation and formulated a number
of legislative amendment proposals. One of the amendment proposals is to introduce the Registered Plumbing Contractor (“RPC”) system. While the legislative process on the amendment proposals is underway, WSD will implement the RPC system under a voluntary scheme (“Voluntary Scheme”). To ensure sufficient number of the RPC (Provisional) are available, the Voluntary Scheme will be implemented in two stages. The 1st Stage is the Registration of plumbing contractors as RPC (Provisional) while other details of the Voluntary at the 2nd Stage will be provided in another circular letter later. To register as a RPC (Provisional), the plumbing contractor shall appoint the following two key personnel: 1) Authorized Representative (“AR”) and 2) Designated Director(“DD”). The minimum qualifications and relevant experience for the key personnel shall be referred to Circular Letter No. 5/2021.
With the introduction of the RPC system, these plumbing contractors would like to appoint the senior manager to take up the role of AR. Under the one-off arrangement, this senior manager shall have 1) completed a higher diploma or higher certificate in relevant field; 2) not less than 10 years’ experience in supervising plumbing works, and 3) completed a top-up plumbing course.
This course aims to provide the practitioners with relevant training mentioned in item 3 above. For those who have completed the training and passed the assessment, they must meet the requirements both in relevant work experience and relevant academic qualifications of the Water Supplies Department. So that they are eligible to be appointed as authorized representatives and to take the duties related to "Registered Plumbing Contractors (Provisional)".

Assessment
- Learners' performance will be assessed by Continuous Assessment (CA) and End-of-Module Assessment (EA). Learners shall achieve the qualifying mark in EA for passing the course.
- The minimum attendance requirement is 70%. Learners are not allowed to sit for the End-of-Module Assessment (EA), if he/she fails to meet the attendance requirement.
Medium of Instruction (MoI)
The medium of instruction is Chinese, supplemented by English terminology. All teaching materials and assessments are in Chinese.
Schedule
- 1 to 2 nights per week, 18:30 - 21:30 / 19:00 - 22:00 or Saturdays if necessary. Please refer to the time table.
- Duration: 36 hrs. The normal duration for completion of the course is around 3 or 4 months.
Recognised Qualification
This course is recognised by the Water Supplies Department as an academic qualification for Authorised Representatives under "Registered Plumbing Contractors (Provisional)". As this alternative route to become an AR is an one-off arrangement, the course will only be available until 2 years after the enactment of the revamped Waterworks Ordinance.

Entry Requirements
1. Completion of a higher diploma or higher certificate in relevant; and
2. Possession of 10 years' relevant experience in supervising plumbing works.
(Note: Recommendation by the plumbing contractor is preferable.)

Remarks
Face-to-face lessons may be changed to online or other mode where appropriate according to the special circumstances.
Starting from September 2024, only electronic lecture notes would be provided for this programme.
