Water Supplies Department (“WSD”) has formulated a voluntary scheme (“Voluntary Scheme”) to implement Registered Plumbing Contractor (“RPC”) system in advance through administrative means to facilitate the trade to adapt before enactment of relevant statutory provisions. The Voluntary Scheme is implemented in two stages.  Stage 1 only involves registration of plumbing contractors as RPC (Provisional) while provision of site supervision team (“SST”) for large-scale plumbing works by RPC (Provisional) will be implemented in Stage 2. The implementation details of Stage 2 have been stipulated in WSD Circular Letter No. 3/2021.                                    

The RPC (Provisional) shall appoint an AR who possesses knowledge on project management and coordination skills to lead the SST and exercise overall control of the large-scale plumbing works. The AR for large-scale plumbing works shall have at least higher diploma at Qualifications Framework Level 4 (“QF4”) or equivalent in relevant field, 6 years’ experience in supervising plumbing works and hold a Grade I plumber’s licence. In view of the potential difficulties for the trade to have sufficient supply of ARs in overseeing the large-scale plumbing works for the time being, WSD will provide a one-off arrangement for senior managers and senior LPs who at this moment do not acquire all of the required qualifications to act as the AR leading the SST.  If the practitioner takes this alternative route to become an AR, he/she should 1) be the holder of Grade I plumber’s licence; 2) possess 10 years’ experience in supervising plumbing works; and 3) completed the top-up project management course.   

This course aims to provide the practitioners with relevant training mentioned in item 3 above.  For those who have completed the training and passed the assessment, they must meet the requirements both in relevant work experience and relevant academic qualifications of the Water Supplies Department.  So that they are eligible to be appointed as authorized representatives and to take the duties related to "Registered Plumbing Contractors (Provisional)".                                        

Programme Outline

(Teaching and Assessment Materials are in Traditional Chinese)                                         

1. Perform basic engineering project management                                              

2. Coordinate basic construction techniques                                        

3. Perform operation management                                               

4. Implement quality management in electrical and mechanical engineering services                                          

5. Promote quality management culture at working level                                            

6. Conduct site survey and quality control                                            

7. Formulate and monitor water supply system equipment installation procedures                                           

8. Supervise plumbing equipment installation                                              

                                       

Assessment

- Learners' performance will be assessed by Continuous Assessment (CA) and End-of-Module Assessment (EA).  Learners shall achieve the qualifying mark in both CA and EA for passing the course.                                       

- The minimum attendance requirement is 70%. Learners are not allowed to sit for the End-of-Module Assessment (EA), if he/she fails to meet the attendance requirement.                                           

                                       

Medium of Instruction (MoI)

- The medium of instruction is Chinese, supplemented by English terminology.  All teaching materials and assessments are in Chinese.                                             

                                       

Schedule

 - 1 to 2 nights per week, 18:30 - 21:30 / 19:00 - 22:00 or Saturdays if necessary.  Please refer to the time table.                                         

 - Duration: 39 hrs. The normal duration for completion of the course is around 3 or 4 months.

Recognised Qualification

This course is recognised by the Water Supplies Department as an academic qualification for Authorised Representatives under "Registered Plumbing Contractors (Provisional)".  As this alternative route to become an AR is an one-off arrangement, the course will only be available until 2 years after the enactment of the revamped Waterworks Ordinance.

Entry Requirements

1. Holder of Grade I Plumber’s Licence; and
2. Possession of 10 years’ relevant experience in supervising plumbing works.
(Note: Recommendation by the plumbing contractor is preferable.)

Face-to-face lessons may be changed to online or other mode where appropriate according to the special circumstances.

5. The result of the application will generally be notified by email within 3 – 4 weeks after the application. Successful applicants are required to verify the original documents for admission. Details will be notified by email.
