Financial Assistance

Continuing Education Fund (CEF)   

VTC Continuing & Professional Education offers a number of Continuing Education Fund (CEF) reimbursable programmes.  The Government implements a series of enhancement measures under CEF on 1 April 2019 and 1 August 2022.  Details are as follows.  For more information, please visit the CEF website.
 
  • Increasing CEF subsidy ceiling to HK$25,000 per applicant;
  • Re-activating closed CEF accounts, so that applicants can make use of the unused balance (if any) under the original subsidy of HK$20,000, as well as the additional subsidy of HK$5,000;
  • Adopting a co-payment ratio by learners for the first HK$10,000 subsidy at 20% of the course fee and that for the second HK$15,000 subsidy at 40% of the course fee;
  • Removal of the upper age limit for CEF applicants.
  • Expanding the scope of CEF courses to all eligible courses registered in Qualifications Register;
  • No validity period of CEF accounts and no limit on the maximum number of claims.
  • To submit application for opening CEF account together with application for the first reimbursement claim after the successful completion of the first CEF course within one year;
  • Enhancing the quality assurance monitoring of CEF courses; and
  • The new enhancement measures of increasing CEF subsidy ceiling to HK$25,000 per applicant and removal of the upper age limit for CEF applicants, are applicable only for courses commencing on or after 1 August 2022.
  • The institution code of the Vocational Training Council (VTC) is 501;

Vplus Subsidy Scheme

Vplus Subsidy Scheme1  consists of “Vplus Engineering2”, “Vplus Creative Industries” and “Vplus Health and Life Sciences”. The scheme provides tuition fee subsidy for students admitted to designated part-time programmes in the subject areas of construction, engineering, design, information technology and Health and Life Sciences . Successful applicants will be refunded 60% of the tuition fees of eligible programmes, subject to a maximum of HK$45,000 per person (Vplus Engineering) / HK$36,000 (Vplus Creative Industries and Vplus Health and Life Sciences). Incentive Scheme for VTC Graduates and Students (2026/27 Academic Year)

To encourage continuous advancement, Vocational Training Council (VTC) offers a pilot incentive scheme to provide course fee subsidy for VTC graduates and students to study designated lifelong learning short courses.  The pilot scheme targets to nurture graduates and students with the lifelong learning mindset, as well as to equip them with hands-on skills and in-demand knowledge that would enrich their resume and enhance their employability.

 

a) Eligibility

Under the pilot scheme, VTC full-time students and graduates of the following programmes with study duration of 1 year or above and with award offered by the VTC, after system verification, are eligible for the course fee subsidy:

  • Degree 
  • Higher Diploma (HD)
  • Diploma of Foundation Studies (DFS) / Foundation Diploma (Level 3) (FD)
  • Diploma of Vocational Education / Diploma in Vocational Education (DVE)
  • Diploma of Vocational Baccalaureate (DVB)
  • Diploma of Applied Education (DAE) / Diploma Yi Jin (DYJ) / Yi Jin Diploma (YJD)
  • Diploma programmes at QF Level 3 (offered by HTI/CCI/ICI)

 

b) Subsidy

Eligible graduates and students will enjoy 50% discount, subject to a maximum of HK$1,000, on course fee of the designated lifelong learning courses.

 

Applicants shall observe the following points when applying for the subsidy:

  • Each eligible graduate or student is entitled to the subsidy once under the pilot scheme, no matter how many courses they are admitted to.
  • To enjoy the subsidy, applicants must complete the online course application via the Lifelong Learning Mobile App/Platform by 31 August 2027 and indicate the intention to apply for the course fee subsidy during the application process.
  • Applicants will be admitted into the lifelong learning courses on a first-come-first-served basis. Subsidy applied and allotted will be expensed and is irrevocable once the applicant is admitted into the course.
  • The subsidy is not exclusive to other funds or financial assistance. However, applicants should observe the guidelines of other public funds or assistance scheme which may reject applicants to obtain other grants or subsidies for the same course.
